Malaysia is bolstering its semiconductor ecosystem through targeted talent development and advanced smart manufacturing techniques.

The Malaysian Investment Development Authority (MIDA) highlighted MYR 28.5 billion ($7.29 billion) in approved investments for the electrical and electronics sector in 2025 alone.

Shifting Up the Value Chain

Traditionally strong in assembly, testing, and packaging, Malaysia now aims for higher-value areas like integrated circuit design and advanced packaging.

Innovative Talent Programs

MIDA's Special Taskforce-Talent Facilitation (STF-TF), launched in 2023 with 17 stakeholders, bridges education and industry needs.

Under the ARM–Malaysia initiative, up to 10,000 engineers will gain IC design skills over four years, with initial approvals already issued.

The K-Youth Development Program with Khazanah Nasional has trained over 8,000 youths since 2021, achieving 83% employment within three months.

Led by Universiti Sains Malaysia, the MRI3 program places students with 27 industry partners, offering graduates salaries above MYR 4,000.

These efforts align with the New Industrial Master Plan 2030 (NIMP 2030) and National Semiconductor Strategy (NSS), targeting RM500 billion in investments.

Beyond jobs, this positions Malaysia as a neutral hub in US-China tensions, attracting 'China+1' shifts from firms like Intel and Infineon.
