Malaysia’s Securities Commission Mobilizes Capital for Sustainable Projects Under CMP4 Masterplan 2026-2030

The Securities Commission Malaysia (SC) announced plans to mobilize capital for sustainability-related projects as outlined in the Capital Market Masterplan 2026–2030 (CMP4).

This move aims to foster a robust sustainable finance ecosystem, targeting investments in coastal resilience, MSME decarbonization, and just transition efforts.

Blended Finance Innovations

The SC will deploy blended finance instruments like guarantees, first-loss tranches, sustainability-linked sukuk, impact bonds, and catastrophe bonds to de-risk low-viability projects.

Blending commercial capital from banks and investors with concessional funds from governments and philanthropies will attract a broader investor base by aligning risk-return profiles.

Expanding Access and Platforms

State and municipal entities will gain the ability to raise capital for green initiatives, complementing federal sustainability programs.

Integration of Islamic social finance, including waqf and zakat via State Islamic Religious Councils, will unlock new concessional capital pools.

A phased Social Exchange platform will connect NGOs, social enterprises, donors, and retail investors for transparent, high-impact social projects.

Collaborations and Future Roadmap

Partnering with Bank Negara Malaysia (BNM), the SC will develop a national sustainability taxonomy aligned with the ASEAN Taxonomy and mARs Guide.

Enhanced standards for disclosures, impact measurement, and carbon markets will combat greenwashing and boost investor confidence.

By 2030, these efforts promise scaled investments, efficient capital allocation, and alignment with Malaysia’s climate and equity goals.

Building on the SC’s history of nurturing sustainable finance, CMP4 accelerates innovation through platforms like the Climate Finance Innovation Lab for adaptation projects.
