Penang Launches ATE Campus: Igniting Malaysia's Semiconductor and Industrial Transformation

The Penang State Government officially launched the Penang Automation, Test and Equipment (ATE) Campus to drive Malaysia's next wave of industrial evolution.

InvestPenang unveiled the Penang ATE Capability Map, spotlighting strengths in semiconductors, advanced packaging, and MedTech sectors.

Strategic MoUs and Collaborations

Eleven memorandums of understanding were signed between multinational giants like Intel Malaysia, Keysight, and Renesas and InvestPenang for pilot projects and localization.

The Penang Development Corporation committed 10 acres of land worth MYR 40 million to establish the campus infrastructure.

InvestPenang also presented the ATE Policy Recommendation White Paper to the Ministry of Investment, Trade and Industry (MITI) to bolster the national ecosystem.

Historical Context and Malaysia's Semiconductor Legacy

Over five decades, Malaysia has captured 13 percent of the global assembly, testing, and packaging market, with Penang hosting over 100 ATE firms.

From 2020 to 2025, Penang attracted MYR 25 billion in machinery investments, representing 40 percent of Malaysia's total in the sector.

In 2025, machinery and equipment exports hit MYR 78 billion, up 13.5 percent year-on-year, underscoring Penang's pivotal role.

Future Phases and Broader Impacts

Phase One will create field labs, training platforms, and localization pathways, while Phase Two envisions a physical campus modeled after Brainport Industries.

Chief Minister Chow Kon Yeow emphasized that enhanced collaborations will solidify Penang's leadership in advanced manufacturing.

The initiative promises technology transfer, job creation, and expansion into MedTech, AgriTech, and defense, fueling sustainable industrial growth.
