Indonesia Advances Healthcare Outcomes with Value-Based Digital Health Toolkit and SATUSEHAT Integration – BMI Report

Indonesia’s health leaders, in partnership with researchers from Australia’s Monash University, have launched the Value-Based Digital Health Innovation Canvas (VDHIC) to transform the nation’s healthcare system.

BMI Country Risk and Industry Research highlights that this new digital health toolkit, announced in March, will drive a shift toward value-based digital health nationwide.

Core Features of the VDHIC Framework

The VDHIC provides hospitals with a structured approach to design and implement digital health initiatives centered on improving population health, patient experience, provider satisfaction, cost efficiency, and health equity.

It incorporates regulatory, clinical, data, and technology governance from the outset, with seamless planned integration into Indonesia’s national SATUSEHAT platform.

This innovation addresses longstanding challenges like fragmented systems, duplicated solutions, and limited stakeholder engagement in the healthcare sector.

Transformative Impact Through Data Unification

Launched by the Ministry of Health in 2022, SATUSEHAT now connects 91% of primary care facilities and 95% of hospitals, serving approximately 270 million patients.

Integration will enable unified health data sharing across regions, enhancing decision-making, care coordination, and standardized quality practices.

The government’s expanded 2026 health budget emphasizes JKN coverage growth and hospital modernization, amplified by these digital enhancements for efficiency and equity.

Global Partnerships and Regional Future

Recent collaborations, including a January 2026 agreement with China for an AI medicine joint lab, will accelerate technology transfer and innovation adoption.

Southeast Asia’s digital health sector attracts major investments due to aging populations, chronic diseases, and smartphone penetration.

While promising scalability for urban and rural areas, success depends on tackling infrastructure gaps, interoperability, workforce skills, and data governance.

BMI expects the VDHIC to offer digital health providers clarity, ensuring relevant and responsive solutions for all communities.
