China's new five-year plan for 2026-2030 is ramping up technology self-sufficiency, with a major focus on fortifying the semiconductor supply chain through unprecedented government backing.

S&P Global Ratings forecasts a surge in bank lending to the high-tech sector, rising from RMB 18.6 trillion in 2025 to RMB 24.8 trillion by 2028 at a 10% compounded annual growth rate.

Key Beneficiary Companies

Domestic giants like SMIC and Hua Hong Semiconductor in foundries, Naura Technology and AMEC in equipment, and ChangXin Memory Technologies are poised to receive substantial capital infusions.

IC design firms such as Hygon Information Technology, GigaDevice Semiconductor, and OmniVision will also benefit from targeted support in chip production and advanced packaging.

Historical Context and Strategic Push

Building on initiatives like Made in China 2025, this plan addresses supply chain vulnerabilities exposed by U.S. export controls since 2018, aiming to reduce foreign dependency.

Government aid will prioritize sectors with limited domestic alternatives, including tax breaks, protectionist policies, and direct demand stimulation, especially for AI-related research.

Impacts and Future Outlook

The influx promises to strengthen China's position in global semiconductors, potentially challenging leaders like TSMC while enhancing AI hardware capabilities.

However, S&P analyst Clifford Kurz warns of risks like overcapacity and squeezed profitability from excessive state intervention.

"Upstream technology hardware sectors will be top beneficiaries of the policy, especially companies that support the AI supply chain," Kurz stated.
